Licensing and Compliance Manager

About the Role

The Licensing and Compliance Manager role ensures JMS Energy obtains and maintains the appropriate contractor, business, trade, professional and other required licenses, registrations and credentials to legally perform work. This role serves as the primary point of contact for licensing matters and partners with Operations, Business Development, Finance and other internal teams to identify licensing requirements, complete applications, maintain compliance and support company operations. 

Requirements

Education and Experience:

  • Bachelor’s degree in business, construction management, compliance, legal studies or a related field
  • 3-5 years' experience in licensing, regulatory compliance, construction administration, contractor licensing or a related field
  • Experience managing contractor licensing in multiple states
  • Experience in construction, renewable energy, electrical, utility or related industries

Knowledge, Skills and Abilities:

  • Familiarity with state contractor licensing boards and local permitting and licensing agencies
  • Proven ability to manage contractor license bonds, certificates of insurance, qualifying parties, responsible managing employees and other license requirements
  • Ability to effectively manage multiple deadlines, regulatory requirements, and jurisdictions simultaneously
  • Exceptional organizational and project management skills
  • High degree of accuracy and attention to detail
  • Ability to make informed decisions regarding licensing requirements including understanding when to escalate complex issues
  • Strong written and verbal communication skills, including conveying regulatory requirements to both technical and non-technical stakeholders

Responsibilities

  • Promote and follow JMS safety standards, prioritizing and demonstrating safe behavior
  • Identify state, county, municipal and other jurisdictional licensing and registration requirements
  • Ensure JMS Energy remains compliant with all applicable licensing requirements
  • Identify and mitigate risks associated with expired, missing or improperly maintained licenses. Communicate and escalate issues to the Executive Leadership Team
  • Manage licensing requirements associated with entering new states, markets, projects or jurisdictions
  • Develop and maintain a licensing schedule to ensure renewals and filings are completed in timely manner
  • Serve as the Subject Matter Expert regarding jurisdictional licensing requirements, including general contracting, electrical contracting and special scope classifications 
  • Develop, implement and manager processes and controls to minimize the risk of missing licenses, missed deadlines, non-compliance, project delays, fines and other financial impacts
  • Review project and operational requirements to determine any additional licenses, registrations or other credentials needed before work begins
  • Establish and maintain a register of Company Qualified Parties, identify gaps and work with operations leaders to determine appropriate candidates for missing licenses 
  • Coordinate and assist with applying for and obtaining licenses for internal Qualified Parties as needed 
  • Coordinate with state and local agencies, licensing boards and other regulatory authorities as needed
  • Maintain documentation related to applications, correspondence, approvals, licenses and other regulatory documents
  • Develop a dashboard or regular report to communicate licensing status, upcoming renewals, risks and outstanding requirements
  • Partner with legal or outside counsel on complex licensing matters and regulatory issues when appropriate
  • Coordinate with Finance regarding licensing fees, bonds, taxes, registrations and other financial matters related to licensing
  • Other duties as assigned

Work Environment:

  • This position primarily involves both office-based tasks but may include on-site inspections.
  • Flexibility to respond to time-sensitive licensing or regulatory matters may be required
